Not sure about the talkabout but there are some FCC issues with using FRS in
a repeater configuration. You can however use GMRS with repeaters. You will
need to use GMRS handhelds that support split frequency (repeater) mode as
they will need to transmit on one freqency and receive on another. This is
typical for repeater operation.

There are Ham Radio operators who have used * as a repeater controller and
you might try to contact some of them as they will have direct experience
doing what you are trying to do.
