There are other cases where reload should not be used as well. In very
general terms, when making base definition changes to sip, iax, zapata,
etc, its much safer to simply assume a stop/start. Simple changes to
existing base definitions will typically get picked up with reload.

Until one gains some level of experience, just stop/start to ensure your
changes take affect.
