You do not appear to be in the US but Malaysia. Not sure what these
should be.

This is better to be "exten => 181,1,Dial(Zap/g1/181)",
at least as a test.

Are the kernel modules loaded?
What kind of E1 card do you have?
What does "ztcfg -vvv" tell you?
You may also want to check out zttool.
