It should be well worth configuring the switches for voice and data
VLANs and using QoS to give the voice VLAN priority.

This should give the side effect of getting the phones to reboot
quicker, as they are waiting for CDP packets from the switches.

How often are you rebooting the phones? The last time I had to reboot
the phones was to upgrade to SIP 7.5
