We set ours through the web interface on the phone

Here is what we use for Phoenix.

tcpIpApp.sntp.daylightSavings.enable="0" tcpIpApp.sntp.gmtOffset="-25200"
tcpIpApp.sntp.address="207.46.130.100"

BUT, the hex values on the cisco site have periods in them...don't include those, just the 8 characters.
