I wrote some Mono ASP.NET pages for such a purpose. I can make them 
available if there's enough interest. A few issues with my current 
implementation:
- Uses XSP server from Mono
- Requires cdr_mysql
- Requires UNIQUEID flag to be turned on
- Requires a soft link for the voice file to a directory accessible by XSP
