Your extensions.conf looks like this (maybe):
[to-sip]
exten => 1XXX,1,WAIT,2
exten => 1XXX,2,ANSWER
exten => 1XXX,3,DIAL,SIP/${EXTEN} ..................
exten => 1XXX,4,Congestion
exten => 1XXX,100,BUSY

Try do this:

[to-sip]
exten => 1XXX,1,WAIT,2
exten => 1XXX,2,DIAL,SIP/${EXTEN} ..................
exten => 1XXX,3,Congestion
exten => 1XXX,100,BUSY
