Your problem is that X-Lite interprets "#1" as "use the proxy 1 and not 
proxy 0 definition of the X-Lite settings" for dialing out the number 
"000", in other words: Use line 1, not the default line 0.

So if instead you tried to dial #0#1000 it *might* work for you.
