I would say "au contraire". If you are going to set up shop in Reunion
and the rates to there are expensive, that may well be an opportunity
for you to terminate yourself and sell the capacity overseas. It is
the rates the local telco charges you terminating locally that matter.
If those rates are significantly lower than overseas VoIP rates to
Reunion, that's your potential margin.

Internet access and especially bandwidth will probably be another cost
factor to watch as it is probably satellite based.
