You cannot take the primary clock from all 4 channels. So you must
change your lines in zaptel.conf to:

span=1,1,0,ccs,hdb3,crc4
span=2,2,0,ccs,hdb3,crc4
span=3,3,0,ccs,hdb3,crc4
span=4,4,0,ccs,hdb3,crc4

also why specify the groups double ?

switchtype = euroisdn
signalling = pri_cpe
group = 1
channel => 1-15,17-31
