what is the context you have assigned to the FXO channel? (check in
/etc/asterisk/zapata.conf)

assuming zapata.conf says something like

context=incoming

then all calls received by the FXO card will be sent to a context
[incoming] in your dialplan (/etc/asterisk/extensions.conf)

you could simply leave that context empty and it won't pick up the line then.
