They need an internet connection plus any of:

- a software phone application running on a computer (also known as a softphone)
- an analog telephone adapter connecting an ordinary analog phone
(also known as an ATA)
- a real IP phone

Don't use SIP.

EITHER

use IAX (an IAX softphone like Firefly or iaxComm, or an IAX ATA like the IAXy)

OR

build a VPN tunnel (PPTP will do, but IPsec is more secure)
