This is something you'd use Hylafax for not Asterisk. Although it may be 
possible with Asterisk it would be complicated and not optimal.

You can use normal modems on analogue lines or ISDN using AVM or Eicon 
cards.  With ISDN you can have Asterisk pickup calls to some numbers and 
  Hylafax pick up the others.
