Looking at your extensions.conf, you have Dial(SIP/scott/s,20,Ttr). 
Shouldn't it be Dial(SIP/scott,20,Ttr)? That /s after Scott is incorrect 
as far as I know. Maybe I'm wrong but that looks like the culprit to me.
