[Asterisk-Users] Unable to open master device '/dev/zap/ctl'

I added the rules to udev permissions file and changed zaptel.conf,
restarted. 
I still get the same error;

[root at asterisk frank]# ztcfg -vv
Zaptel Configuration

Channel 01: FXS Kewlstart (Default) (Slaves: 01)
Channel 02: FXO Kewlstart (Default) (Slaves: 02)

Notice: Configuration file is /etc/zaptel.conf

zaptel.conf
fxsks=1  ;X100P
fxoks=2 ;TDM400, TDM10B (1 FXS port)
loadzone=us
defaultzone=us

This is the output from "ls -al za*" in /dev

crw-------  1 root root 196, 254 Nov 23 15:33 /dev/zapchannel
crw-------  1 root root 196,   0 Nov 23 15:33 /dev/zapctl

crw-------  1 root root 196, 253 Nov 23 15:33 /dev/zaptimer

Are these names correct? 
The error has /dev/zap/ctl but in /dev I have /dev/zapctl 

Anything else I should try?
