No.  Dial either goes to the next priority when the Dial command times out
or current priority+101 if the call did not connect for any other reason.
If you want more complex handleing of this than you need a much more
complicated dial plan.  For example the [macro-std-exten] in the
extensions.conf.sample.

This has been talked about over and over and over in the mailing list
archives.
