Major enhancements:

- accepts packets with VAD stuff at the end (please test this with your 
hardware and give me feedback if it still doesn't work with some 
devices, you will probably see error messages on the console if bad 
sized frames are received)

- various compiler optimizations offered in the Makefile - 20% boost in 
performance noticed by several users including myself

- static linking, so you don't have to copy IPP libraries to every 
Asterisk where you install this code
