Actually, I can totally assure you that there are versions of Big
Brother (www.bb4.com) being used within the DoD in the US. ie, sites
with a .mil address. Main reason I know that is because while they can
reach and download files from my website (www.deadcat.net) and they can
send me email complaining about various things (like the inability to
change their password/register/etc), they will never see my emails.

(Apparently, from what I have heard, the whole of australian IP space is
blocked from .mil, at least for receiving of emails).

Probably a search of the bb4 mailing list archives would reveal various
.mil addresses discussing the use of BB.

Oh, and from what I have heard, most governments (well, other than the
US) would prefer a non-MS solution, simply because they don't want to
find out that the system they have been using allowed some US interest
to discover their secret anti-US information/etc...
