In addition to what Scott wrote, I'd suggest using the HPET timers if
you have a mb that supports them.  They should be much more accurate
than the older hw.

On a 2.8 GHz dual p4 (not xeon) I'm seeing a jitter of only about
2 ms as reported by ntpq with the (strat 2) remote clock 60 ms away.
