You can probably pick up a cheap -48VDC power supply on Ebay.  Float it
across 4 12V gel-cell batteries in series and punch down leads to the
correct pairs from a distribution block near your CAT5 patch panels.

Voilla! Instant POE and it will be battery backed too.
