through /var/spool/asterisk/outgoing?

Try this: make your outbound call via a Local channel, and see if
that gets logged.
Channel: Local/271536 at callout
MaxRetries: 0
RetryTime: 60
WaitTime: 60
Context: home
Extension: 10
Priority: 1
and then...
[callout]
exten => _X.,1,Dial(Zap/1/${EXTEN})
exten => _X.,2,Congestion
exten => _X.,102,Busy
exten => h,1,Hangup
