Hi!

Try this in your [pstn] section:
autocreatepeer=yes

Add this to each (!) of your SIP users:

disallow=all 
allow=ulaw 

Also: The syntax is "username=" and not "user=".
Same for "dtmfmode" instead of "dtmf".
