If you have some Meridian (Nortel) 7000 series phones sitting around, you 
can use the Citel board to convert them from an ISDN phone into a SIP 
phone.  This will cost you about $130/phone (list).

I'm probably going to try this out, so let me know if you want to hear the 
results.
