Uh, no, it's the 90VAC ringing that the FXS device doesn't like -- FXS is for 
plugging phones into, not phone lines.  Kind of equivalent to plugging a 
device intended for 120VAC into a 220VAC outlet.  You can't hope to expect it 
to work.
