Have you ever been in a hurricane? Unlikely that your POTS line will
work when there is 2 feet of standing water and every Telco cross
connect box is submerged. In most of the natural disaster situations I
can recall phone service went down before electricity did, and in nearly
all them the cellular systems (although over congested / circuits busy)
were the most reliable systems.
