Did you confirm it wasn't hanging up? If so, you need to figure out why
you didn't get a timely hangup. It may well be that you are using analog
telephone lines and you are not getting disconnect supervision. This
would mean you are waiting for your telco provider to signal inband via
tones that the call has ended. If so, you are out of luck unless you
have enough pull with the telco to shorten the time between the end of
call till tones are generated.

You best option would be to move up to a circuit with good call control
such as a digital T1/E1 circuit that will immediately signal the end of
the call and free your line.
