Don't you need to Answer before Playback ?

[voicepulse-incoming]
exten => _NXXNXXXXXX,1,Answer
exten => _NXXNXXXXXX,2,Playback(demo-congrats)
exten => h,1,Hangup
exten => i,1,Hangup
exten => t,1,Hangup
