You are compiling the wrong version of chan_capi to get chan_capi to
work with latest CVS-HEAD you need to uncomment the line in the
Makefile

as this 


# if you want to compile against latest (non-stable) asterisk cvs
CFLAGS+=-DUNSTABLE_CVS
