You did not search the mailing list archives, did you?

Here is the licensing pricing info for G723.1 direct from the patent
holder's web site: http://www.dspg.com/technology/LicensePricing.html

Once you get a license, you'll need to have someone port the codec to
Asterisk.  A good place to start would be the sample source code in the
ITU G723.1 spec.

To search the Asterisk mailing list archive go to www.google.com and put
site:lists.digium.com in addition to your other query terms.

I highly recommend searching the mailing list for these topics.  They
are covered over and over and over.
