If price is an issue but you have the slots for 3 - 4 cards you could try
DigitNetworks. Their X100P compatible cards are only $28.50 (US). 

My quick evaluation of the alternatives is:

1. Adtran 750 channel bank or something similar. This can handle up to 24
FXO lines and converts them to T1 to connect to the Asterisk box. This is
the most common solution (expensive?)

2. Voicetronix or equivalent card (well supported?)

3. Multiple Asterisk boxes using IAX (most complicated)

Cost (excluding the base Asterisk box and phones) based on 10 incoming
lines:

1) $1000 for Adtran (on Ebay) + $500 for T1 card => $1500, spread over 10
lines is $150/line

2) Voicetronix is $500 for four ports so $125/line

3) Two Asterisk boxes with 5 cards ($25/each) => Second box, $500 plus
$250/cards => $750 over 10 lines is $75/line

Basically this says the cheapest way to add small numbers of ports is by
having one or more dedicated * boxes but there are trade-offs versus
complexity and buggy-ness. 

If anyone ~does~ find an inexpensive, well-supported 4-port card I'd love to
hear about it!

Yeah.. It is pain to set it up... But it does work very well...
And.. IAX2 box... :) would be very very nice..
