how do I prevent people from calling as soon as I restart the * server ? cos' this will result (I assume) 
in pri channels getting blocked. Because of those few calls that's taken during restart results in 
those few pri channels not to get properly restarted. I need something like 1~2 minutes calls free 
system when I restart *.
