[Asterisk-Users] Mini-PC box to run server

Looking for a low-end PC that has following characteristics

 1) "headless" meaning no video card, keyboard, or mouse
 2) At least three PCI slots or two slots and
    built in Ethernet
 3) Very low or zero noise fan (convection cooled?)
 4) Small physical size.
 5) Low cost

I don't mind building a PC from parts, the big thing is the
case.  Standard mid-tower is way to bulky noisey

I assume any PC sold today has enought CPU power to run a
small asterisk system
