Lets say that your E1 channels are assinged to
context=incoming
channel => 1-15,17-31

Then in extensions.conf in context
[incoming]
exten => fax,1,Dial,Zap/1	;if your Zap/1 port is FXS where the fax
				;is attached

(all other extensions)
