Sorry, I have no idea what the problem is, and no experience with 
Redhat-9...

My system is Mandrake-9.0 with updated kernel-2.4.21-rc2 and zaptelrtc 
compiled flawlessly.

Maybe you should grab a clean kernel from kernel.org.
