I realize this doesn't exactly answer your question, but you could try a
$10 ish line isolator from Radio Shack that would cut the line off when
the modem is off hook... even if you did try to place a call through 
Asterisk it would follow the "every one is busy" route in your extension 
logic rather than cutting into your modem connection/conversation. 

Just a though.
