Don't use the callback option.  If the call center is that
large, and that busy, those agents need the phone to their
ear all the time.  Let agents log in and wear headsets, so
they can hear the 'beep' and immediately be connected to a
customer in the queue.  Beats 40 phones ringing in a room.
