All new features are going into Voicemail2.  Voicemail (1) is being
EOLed.

Among the new features:
- customizable emails
- customizable 'received when' messages when checking voicemail
(systemwide and per-user)
- voicemail can be received in different timezones for different users
- email pages when voicemail received
