Check the kern.log and/or the /var/log/messages for ISDN error codes.

In my case the problem was due to 2 problems: an incorrect isdn hisax module configuration and, that's incredibile to say, the ISDN cable that needed to be inverted (the RJ plug on the modem to be put into the BRI and vice-versa :) )
