[asterisk-ss7] asterisk + libss7 Pending channels

Hi Guys,

Due to congestion complain I often see this on my CLI, can you help how to
recitify this PENDING state issue

*CLI> ss7 show cics 1

   34  781      2         Idle
   35  781      3      Pending
   36  781      4         Idle
   37  781      5      Pending
