[asterisk-ss7] number of sigchans on single linkset

Not sure about SIG_SS7_NUM_DCHANS, but i am using SS7_MAX_LINKS and
SS7_MAX_ADJSPS = 8 (with 6 links actually) for over 3 years without a
problem and as the max SLC is 4 bit it seems right to have 16 as the
hardcodded maximum
