Check if there are any alarms on the E1s, and whether you have bad frames or
FCS errors on the cards.

How is the  D channel configured? Perhaps MTP2 and the kernel is a better
place to keep the driver, or the kernel is overloaded because of XCODING,
echo cancellation or other task.
