[asterisk-ss7] SS7 / SIO messages

Hi,

To be more detailed it is about the ISUP T2 timer, when the remote link
gets down the SS7 stack should send SIO messages until the timer runs
out. Obviously we failed to pass this test with the provider.
Had somebody this problem too?
