Is this an ITU or ANSI link?

It looks like an E1, so I would suspect it's supposed to be ITU.  Why 
are you configuring it as a 56k link then?  I have never, *ever*, seen a 
56k ITU link.  You should probably disable that, and I suspect that will 
fix your problem.

Are you sure you're using the correct timeslot for signaling?  (i.e. 
what did they tell you to use)
