[asterisk-ss7] chan_ss7 v. 1.3 released

Netfors (formerly Dicea) has released chan_ss7 v. 1.3.

This release has major new features: it supports multiple OPC/DPC pairs, and 
multiple signaling channels per E1. More information is available at

The chan_ss7 SVN repository is now at http://svn.netfors.com/chan_ss7 .
Existing SVN checkouts can be switched to the new repository URL using the 
recipe described at http://www.netfors.com/chan_ss7_free .
