That config was for "Outbound".. For inbound this config should slightly different ...

exten => _X.,1,Wait(1)
exten => _X.,n,Playback(demo-congrats) ;; Here is your action plan..;
exten => _X.,n,Hangup
 
You have to ensure also ..
/etc/asterisk/zapata.conf
======================
context=default
