This is incorrect, based on your debug output.  See below.

Your interpretation of these messages is incorrect.  > is what you  
send and < is what you receive.  libss7 is sending SIO (to notify the  
other end to bring the link up) and receiving SIOS from the other  
end.  It sounds like a problem with the other side.  Maybe the link  
isn't turned up
