Yes, that is possible, but you need an entry for every E1, but only in 
one entry a signaling channel needs to be defined.

[link-l1]
linkset => siuc
channels => 1-15,17-31
schannel => 16
firstcic => 1
enabled => yes

[link-l2]
linkset => siuc
channels => 1-31
schannel =>
firstcic => 33
enabled => yes

[link-l3]
linkset => siuc
channels => 1-31
schannel =>
firstcic => 65
enabled => yes

And so on. Be sure to have an empty schannel => definition, otherwise it 
won't work.
