When Mark moved the encryption code into cvs, there were comments
included in the cvs posting that the implementation was just a 
beginning and inferred that it might not even work right. I'd have
to guess from the comments that his intention was to only impact
the cvs code in a very minimal way, and additional work needed to
be completed to actually use it. Haven't seen any cvs postings for
this after that initial one.
