[asterisk-scf-dev] CR-ASTSCF-86: Add support for RTP over IPv6 to RTP and SIP component

This adds support for RTP over IPv6, along with unit tests.


The SIP part adds a configuration option which allows an endpoint to be
configured to use RTP over IPv6. In the future once the media rework is done I
expect to tweak this to be able to have both IPv4 and IPv6 offered.
