[asterisk-r2] chan_dahdi Trying to dial out in a non-idle channel (cas=0x0C)

Execute:

mfcr2 show channels

Both ends must be IDLE. But it seems the other end is BLOCKED. Call your
telco to ask them to unblock your line.
